Add TTT Owlcat Replacements #64

Most important is Owlcat replacements which fix bugs. The rest can be included on an as needed basis.

WeaponBuffOnConfirmedCrit is actually for Vorpal only but it seems useful.

WeaponConditionalDamageDice is significantly different from the TTT fix so I'm skipping. Essentially they are different components.

All components are done except for all the damage resistance ones. I guess that's next.

I think damage resistance replacements don't make sense unless the whole system AND fixes are used. In that case it's better left in TTT. The benefits of Vek's replacements are largely in how they interact with existing mechanics in game so there's limited benefit to porting only those, whereas things like SuppressBuffsTTT will actually work correctly for anything you use it for regardless of what other abilities use.

With that in mind I think this is done. There are no longer any replacements I think make sense in the context of BPCore.
