update soname #8

New version of dfx-mgr that is going to be released has some breaking changes compare to the version released in ubuntu which is 2023.2

So we need update the so name since the changes are not backwards compatible.

@talhaHavadar I believe you are updating the Version number in this PR. Could you let me know the impact of the same, what issue you had encountered, or is this general method for making it backward compatible?

This is indeed a general approach to make changes to not introduce issues to old consumers of the library since there are api changes with the new version.
