Cairocffi Error #52

I am working on a Win10, Python3.8, VSCode, Virtual Enviorment

Similar issue here: macOS 13.0.1, Python 3.11.0, VSCode, ipynb using virtual env, Installation with pip and ez_setup

no library called "cairo" was found
no library called "libcairo-2" was found
