Support IDE CD-ROM for a Celebris 590 #105

This is an FPGA change to support a DEC Celebris 590 test machine. The DEC Celebris BIOS does not support ATAPI at boot time, but the test OS Windows 98 SE does. It now works with said computer. This should add support for similar era motherboards.
