Set whether the INTRQ signal is active between the ATA packet cmd and the ATAPI CDB cmd #110

This is a new zuluide.ini setting, atapi_intrq, that different OSes need either set or disabled. It was discovered in debugging FreeDOS. The setting should be disabled, atapi_intrq=0 for FreeDOS and the same setting seems to work with DOS era Windows. Linux needs it turned on, which is it's default setting when atapi_intrq is not included in the zuluide.ini file or when there is no zuluide.ini file on the SD card.
