I want to add this library to vcpkg. But there is no LICENSE file. Please add one. See https://github.com/microsoft/vcpkg/pull/33629

I've been in crunch mode at work, but I'm still here.

I have now added a standalone LICENSE.txt file, and confirmed that it is recognized by GitHub.
