It would be beneficial to have a log of blocked emails, similar to the mail logging plugins we use, along with an option to enable delayed emails. For instance, we could set a delay of one hour for each email, and safety net would notify us about emails in the queue. This way, we could review whether any emails should be sent, cancel them, put them on hold, or send them immediately (without delay) if necessary. This feature would provide a sufficient buffer during migrations, allowing us to ensure everything is functioning correctly without completely disabling crucial user communications.
