consistency of notation for quantiles in supplement #63

it seems like the notation for quantiles diverges between section 3.1 and section 4

I think we have 3 notations: $F^{-1}$, $QF$, and $q{F,\cdot}$ (with a possible $\pm$). I feel like every time I've tried to dispense with one it forces using one of the remaining 2 in a really awkward way.
