nevermind -- think I was confused, going to think it through a bit more.....
OK, I think the resolution is that this is $D_+$, without a negative sign. So Eq (25) would be replaced by
$L(F_i(x_i^\star) - 1) \geq L(F_j(x_j^\star-) - 1)$
...but from there, the rest works OK?
I think the problem is that I didn't apply the parentheses correction I made for (2) and (7) also to (23).
We have the following written in the supplement:
For the left hand side (involving i), writing out one intermediate step this is $$-\left( E_{F_i}[(Y_i - xi^\star)\+ - (Y_i - (xi^\star + \delta))_+)] \right),$$ which matches the set up for $D+$ above (and similarly, the right hand side seems to match the setup for $D_-$):
