Add weather notifications #73

Feature request: This feature should be developed after DOL-72 but follow same principle and be delivered alongside eta for work notifications. This task can run at the same time as the DOL-72. We need to use open-meteo for weather information and users need to give a city for us to get their longitude and latitude, then return weather through Discord DM
