Almost everything needed should be in a bag in the DSL.

The panels will charge the batteries directly, (each panel needs a diode to protect it from reverse current if it ends up in the shade... try and find one with minimal forward drop and sufficiently high breakdown voltage)

Use the adjustable reg to drop the output from the battery to 5v for the main electronics and the boost converter to jump it up to 12v for the rowind

Why use an adjustable reg? It's going down to 5V, a standard 5V switch mode buck is way more effecient in both space and power. Unless there's some other need for it to be adjustable?

Because it's what I had on hand and it's convenient from a prototyping perspective

And it is a buck reg, I'd be surprised if a standard one is significantly more efficient
