Publisher Worker Queue: Change Location Engine Resolution #546

Implement the equivalent of the following AAT Android Worker:

ChangeLocationEngineResolution

If the constant resolution engine is not being used (this might be an android thing, I'm not sure), a new resolution is resolved using the resolution policy and the publisher and mapbox are updated with this new resolution.
