Publisher Worker Queue: Set Active Trackable #547

Implement the equivalent of the following worker from AAT Android:

SetActiveTrackable

If the trackable is already the active one, then the user-provided callback to publisher.track() is immediately called with success. Otherwise:

The trackable is marked as the active one
Setting the publishers destination to the trackables (if it has one, otherwise the publishers destination is simply removed)
Calling the onActiveTrackableChanged hook to reset the resolution policies thresholds
The user-provided callback is then called with success.
