Prior to starting the worker queue in earnest, we should introduce the types, stub classes and protocols necessary to implement workers in the publisher, at least:

Publisher/Subscriber properties
Publisher/Subscriber interactor (interface to allow workers to talk to the publisher)
Worker factories
Additional states (to match Android)
