Create an issue for publisher `NetworkConnectivityTests` failures #574

After doing #538, we'll almost certainly have test failures, which we'll need to skip. We should also create an issue containing a table of all of these failures, and if possible give an explanation of what we think is causing them (this will take a bit of investigation), and what piece of upcoming work should address them.
