Generate uptodate cmake packages #4

Even the most recent OSes have CMake versions with giant bugs in their packaging stuff. The packaging scripts wget a staticly-linked version from kitware, but we should have a version we can install to build systems. They already make packages, so ideally it won't be a big lift.
