Generate czmq packages #5

Nothing in the debian/ubuntu/etc.. universe builds czmq. To get builds working anything DEB, we need to package up czmq ourselves and put it in our repos. Difficulty -- need to somehow make it so any distro-provided czmq trumps our version.
