Formulate rules for Game00 #1

The frontend will display a game board with a number of common components and spaces (a title, a timer, a number of cards displaying text, etc.). Like a pack of cards, this game board can be used to play a number of different games. To do that, though, game rules need to first be described in text, then formalised in the frontend code.

So, we need an initial game description that can be coded. The game should be:

To solve this issue, add a game description to rules/game00.md.

@interrogator looks good :) a introduction would be quit nice I guess - but today I have another appointment and have to leave at 1330...
