Use webpack for fronted development #21

I just can't live without webpack (and specially hot-code reloading). I'll be looking into nice ways to integrate it with django.

A quick google search returned this, but it seems to skip the static files way proposed by @interrogator. I guess that shouldn't be a problem?

I'm not a frontend dev and have no idea how webpack works, but do you want me to do the Python steps mentioned in the link for you? Happy to.
