Clarify desk reject "triangulation" process #26

  1. When I read the guidance, it seemed ok. When I actually tried to do it according to the rules, the guidance is vague. Triangulate can mean practically anything. Do it on the system? Talk over slack? Do we need records? Is it just purely a judgment call with no guidance? It feels like we at least need a shared community document on when you choose each option, at least in general. It feels ripe for inconsistency across reviewers.
