Sara Heukerott at ACM Journals is spearheading a process to investigate support for open reviewing. The Pubs board has approved a pilot that supports publicly available reviews, with or without names and affiliations, and a study of it's impact. I've expressed interested, and will participate in conversations, but have not made any commitments.
