There are many arguments for doing this:

• Power sharing
• Clearer conflicts of interest management for editor submissions
• At least two viewpoints on key decisions
• Reduced labor for individual co-editors
• Increased capacity for projects beyond maintenance

The primary downside might be less agility, as most important final decisions would require deliberation between two people instead of one.

Another advantage related (but separate) to reduced labor is redundancy - allowing for sickness, holidays, and similar with less pressure and backlog for a single editor.

A few key details about this:

• ACM Journals can have co-editors
• To propose an off-cycle co-editor, the EiC should provide a statement detailing the rationale and why a proposed co-editor is a suitable candidate
• Publications chairs review the materials, vote
• The last time this was proposed by ToCHI, it was approved, but contingent on a new full search when the EiC's term ends, and that the co-editors could apply together as a team in the next cycle.
