While I marked it as revise and resubmit, I think we should be more clear about TOCE policy with papers like this. ACM's rules about "just add 20%" lead to basically going through even more review, for minimal benefit to the community. Reviewers did not appreciate that here, I suspect. Reviewers can always say no, which they did here, but the problem is this just adds to an already tight peer review plate for minimal community benefit.
