Update for pyproject.toml migration #195

Cookiecutter now creates pyproject.toml with templated information. Also uses updated workflows and a new optional_requirements.txt.

Additionally addes .venv to the .gitignore.

Now also changes the template version string to 0.0.0+auto.0
