[Bug]: Fixing forgot password controller's mechanism

Describe the bug

Currently the controller for forgot password API endpoint is responsible for resetting the password, instead of intended task of sending OTP itself.

To Reproduce

• Reproduction of the bug is not necessary, it can be understood by going through the forgotPassword controller.

Expected behavior

forgotPassword controller must

• check if password was already set or not
• if yes, then start a process to send OTP for changing password.
