Update CONTRIBUTING.md #322

Contributing guide was updated:

add section about issue handling
add section about license header and licensing
add section about naming of github repos
make text generic so that it fits to all specification repos
for specifics for IDA-01001 etc.
special comments/sections are introduced
specifications now handled by IDTA

@BirgitBoss most of my remarks are only editorial-focused. However, the problem with the copyright header in JSON bothers me... I don't have a good idea for this one.
