Update UI tests module to WDIO 8

Motivation and Context

Update UI tests module dependencies

Types of changes

• NodeJS version updated to latest LTS release 18.04.2
• Updated WDIO to version 8
• the wdio/sync module is no longer supported, the recommendation is to change all calls to async code https://webdriver.io/docs/async-migration/ which means a lot of async/await peppered through the codebase
• requests library used to do http calls is deprecated since 2019, replaced all calls with axios.
• Transition from CommonJS to ESM style imports https://webdriver.io/blog/2022/12/01/webdriverio-v8-released/#commonjs-to-esm-transition

🧪 tested also the forms spec used for e2e with an environment with OOTB content. sites spec was also tested, but requires an environment with specific site configuration (worked with a wknd site)
