Update frontend build module

We need to update the frontend build module with the following:

• Use Node 16
• Use the new Front End pipeline

Suggested solution is to create a new Archetype version as follows:

• It would initially not contain the SPA features (no React nor Angular frontend module)
• It would reuse the frontend module from the theme of the Standard Site Template, meaning that it would use Parcel to build the module
• The Archetype would have a new option to build the Parcel frontend module as a client library, this option would be enabled by default when creating a 6.5 project, and disabled by default when creating a Cloud Service project.
