Installer pipeline jobs fail on docker-osuosl-ubuntu2004-ppc64le-1 #3356

The Value Of ARCH is: ppc64el
ERROR: BuildKit is enabled but the buildx component is missing or broken.
       Install the buildx component to build images with BuildKit:
       https://docs.docker.com/go/buildx/

https://ci.adoptium.net/computer/dockerhost%2Dskytap%2Dubuntu2004%2Dppc64le%2D1/ is not affected. Installer pipeline jobs can run on this machine without error

@andrew-m-leonard Do you know if any of the jobs in the October cycle hit this machine? (Or alternate question: Have you seen this particular error anywhere?)

Only the Installer jobs I noticed this with
