Github Action Failing Due To Invalid Checksum of VS2022 bootstrapper download. #3541

Periodically MS update the installer bootstrapper for VS2022, which is used where the Adoptium infra defined layout is not available. This causes the GHA to fail, because the checksum for verifying the download is incorrect.
