Both machines now online, machines rebooted by regular azure patching. Since the jenkins agents do not run as a service ( due to this causing issues with tests ) the jenkins agents need restarting manually.
Additional check added to nagios for Windows / aarch64 hosts, so alerting is in place when this occurs again.
