Support MOM6 parameter files #1

It would be nice to be able to make ensembles to test parameters in MOM6 (e.g. for @minghangli-uni's ACCESS-OM3 tests). However, MOM6 parameter files aren't supported in f90nml, so this might require workarounds such as what was done in nmltab.

om3-utils includes functions to read/write MOM_input
