Add Miner's Lamp to E-Coal Helmet #326

Since we don't have an off-hand in 1.7.10 (yes, I know there are mods for that) for using flashlights while mining, you could add a key toggled lamp as an upgrade to the E-coal helmet. Maybe with two different versions craftable with each type of flashlight.

Probably a lot easier to implement, now that I've redone the key handler in the most recent testing release.
