Make non-modal comment entry and editing #44

I notice that when I click comment on a topic, the comment box that displays covers much of the topic that I want to comment on. If I want to check what the topic actually says, I can't move the comment screen off to the side or resize it. I have to save as a draft and find the comment again and then reopen the comment box.

Request is to be able to move the comment box and resize it - greater ease in commenting.

You might remember last year we had "in-place" editing of comments and such. I ran into a different problem, and that had to do with managing multiple edits going on at once, while at the same time receiving updates from other users. The pop-up moded dialog was a refuge in which to hide from this problem until a programmer has the time to work out all the details and make in-place editing work. We will keep that as a goal to achieve.
