Using pypy

virtualenv -p `which pypy` depixelizing
cd depixelizing
sudo bin/pip install Pillow
echo 'from PIL import Image' > pypy-pil-test.py
bin/pypy pypy-pil-test.py

Using pypy as above, we observed a speed drop on the incomplete codebase.
