Description

This PR set the PHP error reporting at its maximum, and make some cleaning in the configuration in the process.

[x] Extracts the PHP configuration into a dedicated "akeneo.ini" configuration file, that will be used through phpenmod for cli, mod_php and fpm
[x] It sets, into this new configuration file, the error reporting to "E_ALL"
