FEAT: Add Hover Effect to Social Media Icons #1022

Currently, the social media icons in the navigation bar lack any visual feedback when users hover over them. To improve the user experience and add a touch of interactivity, I propose adding a hover effect to the social media icons. Please assign me this issue under GSSOC'23.
