[GSSOC'23]: Hover on Pet news section #899

Describe the bug In pet news section, on hover the expanding does not look good. Maybe change or background colour to dark will look more good. and title of first news is too close to navbar

To Reproduce Steps to reproduce the behavior:

  1. Go to Pet News
  2. Move cursor to the news card
  3. See error

Expected behavior on hover it should be change to black ig. and first title should have margin top
