Scraping requires upgrade to TLS 1.3 #2

Scraping seems to be not working for some time since screenscraper.fr requires TLS 1.3 to connect to the API and it is not supported by the Indy components in Delphi. A bigger upgrade will be needed here to continue supporting scraping. The original GameList_Editor is of course equally affected.

Implemented in GameList Editor 2022.
