Drop down box of 'Replaces' not scoping correctly #331

  1. To recreate the bug, please click on: http://dev.melbourne.wcewm.co.nz/Action/admin?client_id=8
  2. Next click +New
  3. Then click on the drop down box of Replaces. As you can see in the drop down box, it is showing Outage Application (ZNX) among others that should not be visible in this drop down.
