Make custom field information collected through a Duty available to other users #332

Hi Andrew,

Further to our conversation, I would like to have the ability for users further down the Duty step list to view information which is collected at a higher level.

One solution I think would work and provide efficiency, is that we add a tab next to the Task tab, called "Action Custom Fields" or similar; under this we could display all the Custom Fields attached to any of the duties of the current Action. The admin view would have two columns Custom Field Name and Value.

Have added all past previous custom fields as read only.

Pretty confident this was working but not able to check presently.

Custom field info, not working at the moment so unable to test see #368
