Actions not being hidden, when not part of current mode #359

To view the issue, please follow below steps:

  1. Click on this link: http://dev.melbourne.wcewm.co.nz/TaskToAction/admin?task_id=443
  2. As you can see, the Action of Liveline Application is still showing despite the Mode being Outage. I have checked and all steps of the Liveline application are set to Liveline.
