Not able to add Duty to Dependencies table #366

Hi Andrew,

To recreate this bug, please click on the below link: http://dev.melbourne.wcewm.co.nz/DutyStepDependency/admin?action_id=12

  1. Next, click +New and try to add a Duty to the dependencies table - on my system this does not work.
