Assigned to bug in duty step area #386

Hi Andrew,

Issue with updating 'Assigned to'

To recreate this bug, please follow steps below:

  1. Click on this link: http://dev.melbourne.wcewm.co.nz/Duty/update/49
  2. Next, select a name in the Assigned To box
  3. Error comes up: Please fix the following input errors: The format of Completed is invalid.
  4. Completed should not be mandatory or we will not be able to change who we have assigned the duty step to.

@hawea please check resovled and closed after next upgrade shortly
