Actions list not scoping correctly #391

To recreate this error, please do the following:

  1. First click on this link: http://dev.melbourne.wcewm.co.nz/TaskToAction/admin?task_id=12
  2. Next, click +New in the Actions tab
  3. click on the drop down box, you will see that both Live Line Application and Live Line Application (SP AusNet) are showing, despite the fact that the latter is supposed to replace the first.
