Can't delete labour branch #395

Hi Andrew,

I have had an issue trying to delete a labour branch. Can you please investigate.

To recreate issue, please do the following:

  1. Click on this link: http://dev.melbourne.wcewm.co.nz/ActionToLabourResourceBranch/admin?action_to_labour_resource_id=4&action_id=42
  2. Click delete button next to Labour Resource branch
