Allow Labour resource against task template to be set to Primary or Secondary #428

  1. Please go to this URL: http://dev.melbourne.wcewm.co.nz/TaskTemplateToLabourResource/admin?task_template_id=58
  2. Click "+New"
  3. As you can see there is no way to specify whether a resource attached is Primary or Secondary. Once it is attached to the Task, it is possible - see here: http://dev.melbourne.wcewm.co.nz/TaskToLabourResource/admin?task_id=568
