https://github.com/andrewhancox/moodle-filter_translations/commit/1dfe6c0919ae9e2216a89209457854df5b00d236 introduced an option to exclude selected languages from being translated. Currently, when a language is selected for exclusion, the translation menu icon in the navbar is not displayed. A user will not be aware why that is the case, and may consider that the translation filter is not working.
It would be better to show a message to the user if the selected language cannot be translated, instead of completely hiding the translation menu icon. I'm thinking something like this...
