Translation in the selected language is disabled #180

Hi all, I've encountered the following issue recently with the content translations filter:

Scenario

Logged in as admin
Five language packs are installed
Google Translate is switched off
Go to a page to translate
Switch to edit mode
Click on the translation icon

Expected behaviour

Menu should appear to switch on translation editing

Actual behaviour

Error message appears: Translation in the selected language is disabled

You would get this message if the user's selected language is in the "Languages to exclude from translation" list. Can you check the filter_translations | excludelang setting if any language is excluded from being translated on your site?
