bug(cdk/overlay): Block scroll strategy doesn't block cdk-scrollable item #21195

Reproduction

stackblitz

Steps to reproduce:

  1. Open Overlay
  2. Start scrolling

Expected Behavior

cdk-scrollable container scrolling should be blocked, when there is overlay with block scroll strategy opened inside.

Actual Behavior

It doesn't prevent from scrolling.
